Regional Broadband Investment Priorities
Regional Planning Teams (RPTs) across the state have been meeting for months to assess current broadband availability and gaps in service (through the state maps), review Wyoming residents' need for and use of broadband (through consumer research), provide input on area needs and determine an initial priority for broadband investments.
Top broadband investment priorities, as determined through the regional planning process, are as follows:
- Region 1 (Campbell, Crook, Johnson, Sheridan and Weston Counties)
Document the process and factors that are enabling broadband build-out in Buffalo and promote adoption of broadband resources via training and awareness building, particularly for small business and residents.
- Region 2 (Converse, Natrona and Niobrara Counties)
Improve access to broadband for public safety, healthcare and other entities in the region.
- Region 3 (Carbon and Sweetwater Counties)
Aggregate broadband demand in the region among businesses and residents to support economic development.
- Region 4 (Lincoln, Sublette and Uinta Counties)
Expand broadband access in Southern Lincoln County through aggregating demand, generating awareness and meeting with new and existing providers, as well as focus on aggregating the broadband demand for government, education, and healthcare entities as a starting point.
- Region 5 (Fremont and Teton Counties)
Improve rural broadband connectivity to approximate parity to city residents and leverage the WEN contract opportunity to improve broadband availability in the region.
- Region 6 (Big Horn, Hot Springs, Park and Washakie Counties)
Enhance access to information via broadband, as well as enable businesses and residents to use it as a two-way communication tool between businesses and consumers, and government and residents.
- Region 7 (Albany, Goshen, Laramie and Platte Counties)
Assess and improve broadband in areas that are underserved, conduct a pilot project in Torrington to aggregate broadband demand and generate awareness about broadband, and make the case to bring higher capacity and accessible broadband to area.
Focusing on the above priorities, broadband investment plans will be developed in each region. The public is encouraged to become a part of the ongoing planning and implementation process. Interested individuals may contact the regional planning team leader in their area.

Regional planning teams are multi-sector groups from each region who provide input into development of regional broadband investment plans. Their role includes:
- Providing coordination with on-going existing broadband planning initiatives in each region.
- Contributing information about the counties, communities, demographics, economy and broadband needs of the area.
- Providing feedback on accuracy of current broadband maps and other regional data.
- Identifying areas and sectors in the region that could benefit from increased broadband access and adoption.
- Determining priorities around which the region’s initial broadband investment plan should focus to have the greatest impact for the region.
- Helping identify data, resources and leadership needed to implement the chosen priority investment.
- Providing guidance on regional broadband investment plans.

Resources used by the Regional Planning Teams
Below are summaries and links to a few of the resources used by the regional planning teams in determining their area's greatest needs and best opportunities to impact broadband access and use.
- Interactive Wyoming Broadband Maps
Broadband availability and gaps in service can be viewed in the Interactive Wyoming Broadband Maps
- Consumer Market Research
A consumer market survey was conducted during 2010 in order to gain critical insights into how and why Wyoming residents use high-speed Internet, commonly referred to as broadband. The results also reveal what needs may exist within each region. This quantitative study was used by regional planning teams to better understand Internet use and needs across their areas.
- Interactive Broadband Awareness Tool
To help the participants in the LinkWYOMING project understand what broadband is and how it can make a difference, a series of awareness videos were created from some initial research. These videos explain how broadband can be applied in a variety of ways to improve life for Wyoming's residents. There are a total of eight videos. The first is an introduction, and the remaining seven are topic specific (e.g., Public Safety, Education, Healthcare, etc). Read tips on using the interactive tool.
