Broadband Vision


Visioning and planning are necessary to achieve Wyoming's broadband goals. The LinkWYOMING team initiated a systematic process to engage a diverse set of interest group stakeholders in order to articulate a consensus vision for the State's broadband future.

The process included:

  • Conducting individual future-focused interviews of 26 key stakeholder representatives;
  • Conducting regional visioning workshops with residents and leaders from Wyoming’s regions; and
  • Providing an online process for interest group stakeholder input.

To help the participants in the LinkWYOMING project understand what broadband is and how it can make a difference, a series of awareness videos were created from some initial research. These videos explain how broadband can be applied in a variety of ways to improve life for Wyoming's residents. There are a total of eight videos. The first is an introduction, and the remaining seven are topic specific (e.g., Public Safety, Education, Healthcare, etc).

Individual Stakeholder Interviews (Strategic Visioning)

Twenty-six (26) representatives of major interest group stakeholders whose partnership and buy-in are important to advancing Wyoming's desired broadband network were identified and interviewed by experienced researchers from the LinkAMERICA Alliance.

Confidential, one-on-one interviews were conducted to elicit insights, goals, perspectives and knowledge that will inform a forward-looking deployment and adoption strategy for Wyoming. Summaries of each interview were reviewed by the interviewees to ensure the team captured their visions accurately.

Building Broadband Investment Plans

The information and perspectives provided by the interviewees are held in strict confidence. Experience has demonstrated that assuring the individuals interviewed that their responses are confidential is critical to receiving candid responses. Candidness is needed to accurately assess differences and commonalities in perspectives and lead to more creative scenarios of the future than can be obtained through standard facilitated group meeting formats.

The Report of Findings presents an initial broadband development and utilization assessment for Wyoming. The results lay the groundwork for a series of regional planning efforts designed to increase the availability and adoption of broadband throughout the State. This report was used to frame two subsequent data collection efforts:

Together, these research findings will be combined with the outcomes of the mapping process and applied into strategic actions by the regional planning teams. These efforts will be accomplished in close coordination with on-going Wyoming regional broadband planning initiatives.
